If it is found that it is not within its jurisdiction to process and dispose of the case related to such complaint from the handling of any indictment or complaint, or if it is brought to registration without sufficient manner, the court shall mention the same and issue such indictment or complaint.
(2) Due to non-jurisdiction, the last time limit to file a case regarding a complaint filed under sub-section (1) is until the day of hearing, regardless of what is written in the prevailing law, if the person filing such a complaint brings it to be registered within fifteen days from that day, excluding the time limit of passage, it has jurisdiction. The court should register it according to the law.
